This seems like a rational decision, considering how difficult and expensive international travel is becoming. The participation trend for the WCCC has been in decline every year.

The method for choosing the challengers for Komodo and Shredder next year will be crucial. Maybe a big online candidate tournament would be suitable? Or maybe regional elimination tournaments first? One problem for the WCCC in particular is that twice the amount of supercomputer time would been required for entrants like Jonny.
