How does ELO Limiting work

What techniques are used to limit HIARCS to a certain ELO? How accurate is this limiting?

Different techniques are used depending on the platform.

The Elo levels are relatively accurate, if anything they probably over perform in tactics. The Palm Elo levels are more realistic.
