Black's Rook on a8 hasn't moved and we're very active with our Rook on d4, 31. c4 wasn't to liquidate the d5 pawn if 31..Ke6 but to decoy Black into taking it!
If we want to win as quickly as possible we want to attack on the King-Side targeting the g7 pawn, we aren't going to win on the Queen-Side but on the King-Side!
It's our strong King-Side pawns which dictate our plan, so it appears best to follow that plan to the fullest, which means attack where we're strong and Black is weak! 32. Rg4! accomplishes that plan, Black is in deep trouble and must try and defend but loses in the attempt.
Remember, always play both sides of the board, we've handled the Queen-Side, with 31. c4!, now we make our power known on the King-Side! Attack the g7 pawn and support our pawn advance in the process!
