Consider this position:
bnkbqrnr/pppppppp/8/8/8/8/PPPPPPPP/BNKBQRNR w FHfh - 0 1
and some general information from Wikipedia:

HCE when given this position only allows castling with the H file rooks:
bnkbqrnr/pppppppp/8/8/8/8/PPPPPPPP/BNKBQRNR w Hh - 0 1
The information on Wikipedia suggests that both rooks would be options for castling.
Any thoughts and opinions?

OK - to answer my own question: I just found and searched all 960 Chess960 positions. I could not find any positions where the king was not between 2 rooks. I guess the question is moot.
