I much enjoyed the Rebel - Hiarcs game. Watching it I felt like I was reading Reti's book on Hypermodern versus Classic approach to the opening. I though Rebel was playing the white side flawlessly and Hiarcs defense was about as good as it could get. Draw was well deserved by both sides.

If the rating is limited to 1650 then it is not really a competition is it? Doesn’t this mean that each program has equal strength and equal likelihood of winning a game? How is it a good result to be first equal? Surely all are first equal under these conditions?

There are 2 tournaments one for dedicated computers with limited elo, this does not mean they all have the same elo. The programmers tournament that Hiarcs won was played at full strength.
